| Duoline to Build New Gilmer Facility |

Since 1961, the Robroy Industries-Conduit Division has been privileged to be your neighbor and a responsible employer in East Texas. We are now proud to introduce to you Duoline® Technologies --- a Robroy Industries company --- which is expanding its physical operations to Gilmer, Texas. We recently acquired a 25.6 acre plot of land on the corner of Bluebird Lane and Highway 271, where we intend to construct a 130,000 square foot manufacturing facility to service the oilfield market. Here is a brief description of what this facility will do: Duoline Technologies manufactures GRE (Glass Reinforced Epoxy) liners and installs them in oil field pipe to create a corrosion barrier. The steel pipe is shipped in from our customers, after which we line the pipe and ship it back to those customers. At least 50% of the product that we manufacture is exported to businesses in various parts of the world, which installs the liners for our customers. This makes Gilmer an ideal location because it is only four hours from the Port of Houston. What does this mean to you? Below is an architect’s rendering of what we expect the facility to look like once it is complete and the landscape has matured. You will note that considerable attention has been paid to appearance so the finished product will be something everyone can be proud of.

To ensure that the facility is always clean, we have invested in concrete paving in all the external storage areas. The process is clean and generally noise free. The facility will be fully permitted and During the construction phase, which we expect to be completed by the third quarter of 2009, there will be temporary inconveniences associated with any large construction project. Our neighbors can expect earth-moving equipment, delivery vehicles, and material being stored in readiness for construction. However, we will work hard to minimize the short-term effects of construction. Moreover, the construction site will be secured for safety.
