tdaIn other business, the council also adopted a resolution approving an application forĀ  an infrastructure grantĀ  through the Texas Department of Agriculture's Texas Capital Fund Infrastructure program.

The $543,600 grant is for sewer work, including building a lift station, and street repavement in preparation for Duoline Technologies building a manufacturing plant in the area. The city would provide sewer service to the plant.

Odessa-based Duoline Technologies is considering Gilmer as the location of a plant that would create more than 40 jobs.

The proposed building site for the plant is at U.S. 271 and Bluebird Lane, about two miles outside of the Gilmer city limits.

Duoline Technologies developed a lining in 1964 that isolates corrosive oil field fluids and gases from the steel in tubes and has installed more than 75 million feet of Duoline tubing worldwide, according to the company Web site. Duoline Technologies is a subsidiary of Robroy Industries, which is one of Upshur County's largest employers.
